I have read some news that federal recruitment bonuses have decreased in 2025 (or recently at least.) Does your info confirm that? If so, what do you make of that?

There were individual cases of regions lowering bonuses, mostly because special offers expired (it already happened last year, eg in Belgorod). But that's not the trend. On average, bonuses are still increasing.

Given the slower pace of recruitment in May and June, more bonus hikes may have to follow. Unless the labor market weakens a lot.
